PublishAmerica the high value of free????

I recently contacted PublishAmerica about their services. I waited over 3 weeks and finally was contacted by Samantha from acquisitions. Notice the asterick where it states that PublishAmerica publishes authors free of charge, That's fine but so does any other commercial publisher. This one is not a commercial publisher and I can see this just by their comparison to lulu and createspace. No standard commercial publisher would ever place themselves in the same catagory.

I thank you for your interest in PublishAmerica. I'd be delighted for you to send us your manuscript for our review. With 13 years of experience under our belt, our acquisitions team works very fast: we typically make acceptance decisions within a day. At that point we'll be happy to answer your contract and production questions, should you have any.
 
PublishAmerica is a traditional publisher. We publish books at no (as in: absolutely NO) cost to the author*, and make them available to book vendors worldwide, using the best distribution channels. Of course, we also do e-books, including Amazon's Kindle and Barnes & Noble's Nook.
 
Please email your complete manuscript, as an attachment, to Samantha@PublishAmerica.com. Please put "submission" in the subject line of the email along with your book's title, e.g. "submission: Gone With The Wind". Also add the title of your book to any files you attach.
 
If mailing your submission through the post office, mail to:
PublishAmerica, Attn: Samantha, PO Box 151, Frederick MD 21705.
Include your email address.
 
I look forward to receiving your manuscript at your earliest convenience, and we'll get started on it right away. Expect our decision very soon.
